Consumer advocate: it is generally true, at least in this state, that lawyers who advertise a specific service

First understand the passage
It is also true that statement following it is a undisputed fact.

However, statement following will be in contrast to previous statement )above fact in this case) and it also states conclusion

Last line shows the reason why author is expecting a conclusion different from general response
