Lets assume smallest number in set S and T is a and b respectively.

S= {a,........v} Range =p
T= {b.........w} Range=q

v-a=p
w-b=q

We need to compare a and b, so from above we need to compare (v-p) and (w-q).
St 1- Gives us no information on v and w
St 2- Doesn't help us either.
