B - who were born - not necessary or redundant though its grammatically right.
E - aged thirty years - redundant, thirty years or more - wrong, we need older here.

We are comparing # babies born now and in 1975. D does it very clearly and concisely. Moreover we use compare with for similar things and compare to for unlike things but its interchangeable now - experts thoughts.

One baby has only one mother. I am not very sure about this but it seems illogical. One baby is born to mothers seems totally awkward.

In other words 25% of babies born to a mother aged thirty is what it implies in D whereas in E - 25 % of babies born to mothers - awkward.
