The question says: What is the value of y?
1) y is an even integer such that -1.5 < y < 1.5

Am I right to say that the statement is not sufficient because the even integers are 0 & 1?

Even integers: ...-6, -4, -2, 0, 2, 4, 6,...

If -1.5 < y < 1.5, there are 3 possible integer values for y. y can equal -1, 0 or 1
Since we are told that y is even, we can conclude with certainty that y=0
