There is a paradox. 2 pools talk differently! Why? Do the surveyers of the 2 pools have same tastes? Well... NO.

In more detail, if one of the survey is polled to people who think to move to town, then the results reflect this consideration as it is in this case! No one, normally, expect to get a result that supports construction of the hotel chain! To sum up, the recent pool's voters are the ones likely to move town!

This is an APPARENT Contradiction Question..That Means there is NO CONTRADICTION at ALL

(C) INCORRECT--It actually gives the reason for ACTUAL CONTRADICTION

(E) CORRECT-- It shows Both Mayor and Controller are correct from their View point. City Controller talks about the Actual Residents and Mayor talks about the Future Residents

correct answer is E as it explains the difference of opinions of the two people.

Controller - cited 63 % residents of town
BUT Mayor just surveyed ( who ??? we do not know)
So as E says if mayor surveyed not residents but prospective future residents then the mayor opinion can be explained as they can even plan to own a national chain themselves.

C actually points out a contradiction an hence does not explain that there is no contradiction. Hence E is correct answer.

Frankly speaking, I really do not see the answer to be E. I feel the answer should be C. As E targets only at one side of the argument, hence it does not solve the apparent contradiction.
In resolve the paradox or resolve the apparent contradiction questions, you have to find out the actual cause of the paradox or the contradiction. And option C gives me that effect.
Hence I would go for the option C. \

@Amit, I urge you to look for the causal contradiction first with this type of questions. This is a paradox type of question which is abound of assumptions and cause-result links. However, after reading this question's stimuli you could note that there's no serious flaw in one or other conversation side causes expressed. Both are valid and may coexist - the importance of small-town feeling and concern about the publics - community and schools.

When you first looked into the causal relationship and could not find any relevant discrepancy, I suggest you look for the other two main fallacies related to the science of verbal logic - sampling error and analogies. Here we have straightforward sampling error, as both polls were based on some preselected samples of total population of the same city. Therefore by quick scanning of all answer choices we reach the choice E which indicates some sampling aspect is involved. Therefore select answer E - BUT before and foremost for any type of CR questions, as I usually put through, you need to read and understand the argument so that you could have some valid prediction of an answer. If you could not predict the answer, the reason would be that
1) either you have come across a very difficult assumption question, or
2) you didn't understand the argument enough for you to predict the answer.
