In one study engineering students who prepared for an exam by using toothpicks and string did no worse than similar students who prepared by using an expensive computer with sophisticated graphics. In another study, military personnel who trained on a costly high-tech simulator performed no better on a practical exam than did some personnel who trained using an inexpensive cardboard model. so one should not always purchase technologically advance educational tools.

(D) is obvious as it reiterates the conclusion.

1)Stud1(normal tools) no worse than stud2(modern tools)---Modern Tech is not that effective for Performance Enhancement
2)Milt1(modern tools) no better than milt2(normal tools)--Modern Tech is not that effective for Perform

These imply that less expensive tools are almost equally effective

(D) is the answer
