The reason (or, one of the reasons) that C is correct rather than B is because the modifying phrase that begins with "which" clearly refers to its logical antecedent, the Anti-Cybersquatting Consumer Protection Act, in answer C.
In answer B, the "which" phrase immediately follows the word (or number, I guess) "1999", making it sound as if 1999 is the thing that allows consumers to seek damages (and this, of course, wouldn't make sense).
