Where are you getting these problems? It's not possible to arrive at an average of $360 for donations $200 and above if the average of the donations between $200 and $1000 is only $360, since any donations above $1000 will necessarily drag the average UP, not down.

Otherwise, statement 2 is sufficient because we know the proportions of donators in each category. So if we know the overall average and the average for one of the two parts, we can weigh the averages to figure out what the other part will be. (I won't do the calculations here, since they would show an impossible negative amount for donations above $1000).
