C, D and E are all incorrect "should be avoided"

between A and B, B is correct because it uses the correct form "avoiding duplicated facilities"

I also answered B, but 1000SCs says that E is the correct answer. Are all the answers given in 1000SCs reliable?

Answers are reliable. If only the "if only" was not there I would have gone with E
