Because the enemy's new ship is the quietest and it is therefore the most elusive submarine, it is being increasingly viewed by the military as a threat to security.
(A) and it is therefore the most elusive submarine, it is being increasingly viewed
(B) it is therefore the most elusive of submarines, and it has increased the view
(C) and therefore the most elusive submarine, it is being increasingly viewed
(D) and therefore it is the most elusive of submarines, there is an increasing view
(E) therefore being the most elusive of submarines, it is increasingly viewed

OA after some discussions.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.

It not needed because same subject
(B) it is therefore the most elusive of submarines, and it has increased the view
It not needed because same subject and awkward construction
(C) and therefore the most elusive submarine, it is being increasingly viewed
correct.Dont go by being.Gmat has some questions with being in correct answer choices
(D) and therefore it is the most elusive of submarines, there is an increasing view
wrong grammatical construction/parellelism
(E) therefore being the most elusive of submarines, it is increasingly viewed

Changes meaning wrong parellelism

My Answer is a : D.
Rules
i)Comparison - "most"(superlative form) is used to compare among other submarines. So A and C are incorrect because it does not mention submarines.
ii) Possessive pronoun: E is incorrect because there is no pronoun. "Therefore being the most elusive of submarines" can refer to enemy.
iii) and is missing from B. There has to be some conjunction to relate these sentences.
