I will go with A.

C-if construction is causing trouble, the builders will at least finish the construction and will sell it later but they wont stop construction because of that. And also construction is affecting existing home owners but not new buyers. The new buyers can buy it and come after construction got finished.

Thank. Choice C is my second thought is partly irrelevant, not affect to the sales of the developers. If it really affects, there will be a lot of assumptions.
