IMO: D. Since it is stunning later in the sentence, it shows something unexpected happening in the sentence, despite will express this perfectly.

What is the OA?

Answer should be option E and not option D. [spoiler]Accounted for only 12% of the population is the right way to say this. [/spoiler].. Look at the part getting modified.

Try this --

Although accounting for almost 25 percent of the total area, the car parking area in the Phoenix mall is not sufficient for all the visitors.
