Although many citizens enjoy spacious and well-kept state parks, some fiscally conservative State Representatives are quick to point out that maintaining state parks cost far more than other state land.
A) maintaining state parks cost far more than other state land

I think answer is D

Comparison is between [state parks cost] more than [other state land does]

Comparing the maintenance cost of state parks with the maintenance cost of other state land.

B and D rightly compares the maintenance costs of state parks and other state lands. B uses plural costs - wrong.

IMO D.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.
