IMO D

Past Perfect Tense is incorrect so A and E are out

C has a modifier error. It seems to me that "led to the building of locomotive-driven passenger trains" modifies "who" instead it should modify the "finding/discovery".

B states that Richard found a way and then led to building locomotives.

between B and D, i pick D as it clearly states the Richard's discovery lead to building locomotive trains.
