the difference is not as much between c and e questions addressed to argument (both pass variance test yes/no). The conclusion here contains an unstated piece of information in the preceding premises which makes it weak. So we can elaborate on this ==> But since physicians have the final say as to whether to prescribe a medication for a patient, inappropriate prescriptions would not become more common.

e addresses that late piece of information by asking ==> Whether physicians would will give in to patients' demands for prescription medication they chose ? when the one originally prescribed by the physician fails to perform


giving in to patients' demand can be qualified as inappropriate prescription; e asks for situation when such "giving in" may take place
