In an effort to reduce smog, the mayor has proposed a plan to ban the operation of diesel fuel-burning engines within city limits. The mayor asserts that cleaner alternatives to diesel fuel are readily available, and that the restrictions will benefit the local environment.

Which of the following, if true, suggests that the mayor's plan to ban the operation of diesel fuel-burning engines will NOT achieve the intended environmental benefits?
Choices
A There are cleaner diesel-burning engines available, but the mayor feels nondiesel engines are always environmentally preferable.

I will explain why i went for E.
Its because of one simple fact: If there are no diesel Burning engines within the city, banning will have no effect on the pollution and hence on the Environment!

I fell for D!! :( and on inspection after knowing the answer, E makes complete sense.

Take away : Give importance to the question!! :)
