The correct answer is A, although I had chosen C.

Kaplan explains "That of in (C) is illogical: that can stand only for industry, and it doesn't make sense to talk about the industry of an industry."

Can someone provide a better explaination of this rule? Kaplan's isn't very clear to me.

But both a and d are the same...

i think we are talking about industries here where the workers are seeking high wages and then it is followed by an example of the industry such as telecommunications

yes c is something vague but two industries-two nouns not phrases- are compared, so using " as" is not wrong?

The main issue is "that" does not refer back to anything. The implication is it could refer only to "some other [industry]", but then the MEANING would be:

as in the industry of the prospering telecommunications industry

It would have been okay if it had said:

as in that of telecommunications.
