I go with E.

"Although" provides more sense to the sentence.

Because, the phrases following the first phrase describe the unanticipated happenings that should not have happened with a very less US population.

IMO E.

Only D and E come close.

It cannot be D because the first comma is followed by United States citizens consume 28 ....

I'll go with E.

A would be wrong, because the noun here is not 'United States', but 'United States Citizens'.

And the Citizen's don't have 5% of the world's population - the US does.

Also, there is a comparison drawn between US and European citizens, so 'Although' fits fine.
