A RALLY ...IS ACTION NOUN. ANY WAYS COMPLEX GERUND PHRASE AND ACTION NOUNS CAN BE PARALLEL

I hope you were able to eliminate other options except for B and C.

If you see the intended meaning of the sentence -- it means that 'lowering of oil prices is leading to lowering of fears about inflation'

Option C changes the meaning. It says -- oil prices ... will lead to fears about inflation...

IMO option B is the correct answer
