Overlapping sets: towels

If 60 percent of the towels available at a certain store retail for $9.99 or more, 30 percent of the towels are discounted, and 40 percent of the towels retail for less than $9.99 and are not discounted, what percent of the towels retail for $9.99 or more and are discounted?

(A) 10
(B) 20
(C) 30
(D) 40
(E) 60

OA is C

IMO, the answer should be A. I would be grateful if you could please see the matrix I attached and tell me where I am going wrong. Thank you!
