A plan THAT WILL CONQUER the world is in his file
A plan TO CONQUER the world is in his files.


A plan TO CONQUER the world is in his files. is CORRECT
since plan itself can not conquer the world so a,b are out though all are grammatically correct.

I read that 'participle-ing' express result ==> the 1st stat means ' a plan which results in conquering the world is in his file' why it is not correct?
