Though the term "graphic design" may suggest laying out corporate brochures and annual reports, they
have come to signify widely ranging work, from package designs and company logotypes to signs, book
jackets, computer graphics, and film titles.

you cant really say one option stands out when the other viable options seem to be ambiguous .then thats called a hunch

'they' is used to signify 'the term "graphic design" ' - pronoun agreement problem

(B) suggest laying out corporate brochures and annual reports, it has come to signify a wide range of

'it has' is correctly used to relate 'the term "graphic design" ' , no problem in first clause - correct answer.

(C) suggest corporate brochure and annual report layout, it has signified widely ranging

'suggest corporate brochure and annual report' is ambiguous (is it suggesting corporate brochure?) - there is no need to move the words 'laying out' at start of the underlined portion.
Also, 'has signified' changes the tense of the second clause. - incorrect.
