I'm always confused when I have this kind of question.
twice, two time, as much as XXXX
I pick C but answer is A. pls help me understand.

American productivity is declining in relation to Europe’s; the energy expended per unit of production in the United States is as much as twice that expended in West Germany.

(A) as much as twice that expended in West Germany
(B) as much as twice that of West Germany’s expenditure
(C) up to two times of West Germany’s expenditure
(D) up to two times what West Germans expended
(E) up to double the West German expenditure

C is wrong because you dont say two times, you say twice. Also, you are missing "that"

When you say upto twice, you are generally comparing to something.

are these the same meaning "twice as much as" and "as much as twice"??

as much as twice sounded to me a bit strange. but should be correct way of using.

i read in sahil's notes that 'as much as' is the correct idiom ..
n also as already pointed out the mistake in C,

energy expended per unit of production in the United States is ______ . Since it is a case of parallel construction it is essential to use energy expended or a pronoun in its place. Hence I feel the choices with the word expenditure should be avoided at best. Which rules out B, C and E. Amongst A & D - A sounds perfect. My logic worked fine for me.Hope it is the correct approach though!

For some reason , "as much as twice" does not seem correct to me ... Could you please help me understand why is D not a better option ??

we are comparing united states to...... so it has to be West Germany.... it cannot be

3. same
4. West Germany's expenditure
5. West German

the correct answer has to be 1. West Germany...
