(1) 7x - 2y > 0
7x > 2y
x > 2/7y
x is +ve. Assume x=5 and y=2. This meets the above requirement and y is +ve
Again assume x=5 and y=-2. This also meets the requirement but y is -ve. We've got conflicting values of y hence INSUFFICIENT
(2) -y < x
x>-y
Assume x=5 and y =2 so -y=-2. Which meets the requirement of x>-y and y is -ve
Assume x=5 and y=-2 so -y=2. Which also meets the requirement of x>-y and y is +ve INSUFFICIENT
Adding both statements 1 and 2 we get
2x>2/7y-y
2x>-5/7y
x>-5/14y
Assume x=5 and y =2. Which meets this requirement and y is +ve
Assume x=5 and y =-2. Which meets this requirement and y is -ve. Hence both statements are insufficient. The answer is E
