Kaplan GMAT says the idioms are responsible for, responsibility to but here the choice C is taken as wrong. Please tell what is the correct idiom usage?

I will go with D here.

We do not need possessive with Board (Board's). "responsibility for + noun" is correct usage here.

It sounds more logical to "assume responsibility for something"
than to "assume responsibility of something"

Not sure how else to think about it.

But I want to know what is the correct idiom responsibility to OR responsibility for.

In Kaplan GMAT Idiom section it is mentioned "responsibility to" is correct but MGMAT says "responsibility for"
