Statement 1 only tells us that CD=BD and nothing more
Statement 2 gives us the perimeter of the whole triangle, again this does not tell us if the two triangles are congruent

Together, we know that CD=BD, but we don't know whether AD is perpendicular to BC, nor whether AB=AC, so we can conclude E is the answer
