IMO D,

C and D are close but i do not think we need "the" before younger and older as it would refer to particular younger an older people.

OA is D...can you tell me removing 'the' changes the meaning ,isn't it?

Yes it does, with "the" sentence is talking of a particular group of younger and older people BUT nothing of that sort is mentioned in sentence. So we wont use it.
