Why 1st one is right.
How does it parallel after modifier "suggesting"?
The Sentence structure: venus express orbiter recently captured first detailed infra-red radiation map, suggesting X ,and Y
Here X and Y needs to be parallel and we use a comma before and becauseeach of them is a clause.

The sentence actually means
venus express orbiter recently captured first detailed infra-red radiation map, suggesting THAT venus may have had a watrey past , and THAT the highlands of venus's southern hemisphere resemble granite

The part after granite is actually describing about granite and is not one of the suggestions so it need not be parallel to X and Y. Note that X and Y both start with THAT, while explaining about granite a THAT has been inserted purposely to confuse.

And if we were to treat the third THAT part as suggestion, then as above it would imply-
venus express orbiter recently captured first detailed infra-red radiation map, suggesting THAT the same material makes up the terrestrial continents. BUT to what it refers by using same material??
