with a score of 650- (quantitative 38 and verbal 41)

This boils down to a 55 percentile on quantitative and 93 percentile on verbal.

How could this scoring be?

Does the verbal weigh more than Quantitive?

Are both verbal and quantitiatve out of 50?

With only 3 points difference between verbal and quantitiatve, there is a 38 percentile difference?

Can someone help me understand this?

You are correct that verbal is weighed more heavily than quant on the GMAT. Technically, each section is scored out of 60, but I've never seen anyone score more than a 51 on a given section...

how much heavier or more important is the verbal?

The scoring is odd: 41 verbal is 93%

BUT


38 quant is 55%
Appetite for 700 and I scraped my plate!

I believe you can find the percentile weighting by raw score on MBA.com. In general, verbal is weighted quite a bit more heavily than quant!
