(1) 0 < 40/9 < 10, holds true.
(2) 8 < 40/9 < 10, not true.
(3) 8/2 < 40/9 < 10/2 or 4 < 40/9 < 5, holds true.

Since, (1) and (3) hold true, the correct answer is E.

As Anurag mentioned this problem can best be approached by picking numbers.

Let c = 2hrs
h = 4hrs

In 1hr c can fill 1/2 bucket
In 1 hr h can fill 1/4 bucket

Note - Less time means more job completed.

Therefore, 1/2 + 1/4 = 1/t

3/4 = 1/t
t = 4/3

Now substitute the target value & picked value in the statements.
Statement 1: 0 < 4/3 < 4 => Turns out to be true
So, answer can be A, D or E.
Statement 2: 2 < 4/3 < 4 Turns out to be false as 4/3 is less than 2.
So, answer can be A or E.
Statement 3: 2/2 < 4/3 < 4/2 => Turns out to be true

So answer = E.
