Firstly, I assumed that the word 'implications' in the sentence is modified by 'the revision to the laws governing interpreters in courtrooms' and think that implications is the subject.

Since all the options begin with implications - I see a 3-2 split in options AC and BDE based on what they end with. Since implications is plural, it should take plural verb which is 'have' and not is/have. E is completely eliminated based on idiomatic error .. 'guess as to'

Between A and C.

I thought the idiomatic usage is key concept to select between the two.

In C, 'guess what' seems awkward with the word 'for' (immediate word after the underlined sentence).
