Technological education is worsening. People between eighteen and twenty-four, who are just emerging from their formal education, are more likely to be technologically illiterate than somewhat older adults. And yet, issues for public referenda will increasingly involve aspects of technology.

My answer is E.
Reason, the issue is about the Technological education and their impact and the younger generation not having a clear idea of making an informed choice.

What is the OA?

I think its A too.

B, C and D are more like suggestions, but clearly we are looking for a conclusion. A conclusion always exists within the ambit of the argument, any outside information should not be used.

On the same lines, E is not stated in the argument and is too extreme.

(A) If all young people are to make informed decisions on public referenda, many of them must learn more about technology.
(B) Thorough studies of technological issues and innovations should be made a required part of the public and private school curriculum.
(C) It should be suggested that prospective voters attend applied science courses in order to acquire a minimal competency in technical matters.

but i want emphasis on the bold parts

How we are concluding many of them must learn technology if all of them are to make informed decision?
I did not get how A is correct and E is wrong

I did not get how A is correct and E is wrong
To understand why option a is correct, lets consider the case of how a legislate is pass in parliament, for any BILL to become it must have 2/3rd majority, i.e. if all members are to be bound by rules than at least 2/3rd of them must agree to it.

Now consider option b, introduction of technological issues and innovation at the school curriculum won't serve any purpose unless people will learn out of it. Option A clearly talks about it. hence stand out as a winner.

brother i'm trying to explain the situation with an analogy and at the same time i'm sticking myself to the stimulus...!!!! and the reason why i give that example is to explain the meaning of the words all and many of them as requested..!!!!
