Can anyone help with this problem? Why are we not using Which in thi sentence? In addition what is the which referring to California or Minority since n california is a prepositional phrase! Thanks!

E is wrong bec first of all passive voice is being used and secondly, "it" refers to the state.............Therefore D is the right answer...........

actually wouldn't it be correct to say we don't really know what exactly "it" is referring to?

nearly three-quarters only a decade ago.

A. which amounts to a little less than half the population of the state, down from

B. which amounts to a little less than half the population of the state, down from a
decade ago, when it was nearly three-quarters
C. and that amounts to a little less than half the population of the state, down from a
decade ago, when they were nearly three-quarters
D. amounting to a little less than half the population of the state, down from nearly
three-quarters a decade ago
E. amounting to a little less than half the population of the state, down from what it
was a decade ago by nearly three-quarters
In A and B, the pronoun which seems to be referring -- incorrectly -- to California. Eliminate A and B.

In C, it is unclear what the pronouns that and they refer to. Eliminate C.

In E, it is unclear what the the pronoun it refers to. It is also unclear what the phrase by nearly three-quarters is modifying. Eliminate E.

The correct answer is D.

In this "it" has no clear precedent i,e it can refer to state or to population....................therefore E has been rejected.............

The original sentence says that -
Hispanic Whites are down from three-quarters to less than half.


E totally changes the meaning of the sentence. It says:
Hispanic Whites are down by three-quarters to less than half.
