By a vote of 9 to 0, the SUpremem Court awarded the CIA broad discretionary powers enabling it to withhold from the public the identities of is sources of intelligence information.

a. enabling it to withhold from teh public
b. for it to withhold from the public
c. for witholding disclosure to the public of
d. that enable them to withhold from the public disclosure
e. that they can withhold public disclosure

The correct answer is A. I wan to know how the word IT in the original sentence clearly identifies the CIA. THere are two subjects in the sentence CIA and supreme court. How does IT clearly identify CIA. Shouldnt CIA be said again to avoid ambiguity?

you are right, IT is assumed here to be CIA. But that is not the point of the question. Look at the answer choices, none of them is clarifying the what IT refers to...

C does not use and pronoun, D E use them (plural) and thus wrong. So you based on pronoun agreement you can narrow down to A & B. Now A & B are testing different aspect...
