A collection of 38 poems by Phillis Wheatley, a slave, was published in the 1770's, the first book by a Black woman and it was only the second published by an American woman.

(A) it was only the second published by an American woman
(B) it was only the second that an American woman published
(C) the second one only published by an American woman
(D) the second one only that an American woman published
(E) only the second published by an American woman

the answer is E

C and D have error of misplacement of only

It should be only the second one published

A and B

contain IC joined to a IC by a and.

It should have a comma before and.

2 IC's can be joined only by ,and,or a semicolon,or by making of the IC's dependent clause,or by using period.

I would go with E too.

A and B are out for "it"

and only is referencing to second => only the second book published

Also note that had the underlining started after "1770s" we would have had to wonder what was being renamed -- the decade, or the collection. Since the underlining takes place after we have already renamed "a collection" with "the first book", a second restatement is clearly acceptable.
