I was assuming C, but OA is A.

(1) the ratio of old to new is 12:1

So, at the end of the year it has 13x clients, at the beginning of the year it had 12x clients.

So, the ratio of end:beginning is 13:12... sufficient.

(2) Had 144 clients at the beginning. No info about new clients: insufficient.

(1) is sufficient, (2) is insufficient: choose (A).
