IMO A
Two actions are done by the workforce (embrace and enroll) and they both can best be expressed in parallel terms. Another way to look at parallelism is that both the sides of AND need to be parallel. Eliminate C and E. Occupation(al/ally) is used as adjective here and hence need to be occupational. Eliminate B and D.
A little more persistence, a little more effort, and what seemed hopeless failure may turn to glorious success.
