Federal laws. ... do not apply to X (natural constituents of food), but only to Y (new chemical additives) because their [Y(new chemical additives)] use in food is entirely avoidable.

Focus on the meaning of the sentence.

The Federal laws do not apply to natural substances but only to chemical additives because the use of such additives is avoidable.

Option A keeps that clear.

Option D says "their use to food" - what's that supposed to mean anyway? What is the additives' use to food?
