Discard C,D, and E as if we use the preposition "OF" it changes the meaning.
.... intensifying expectations Of personal spending... this implies "personal spending have expectations" which is wrong.

Between A and B,

A is an ambiguous comparison.

The sentence requires future of the past (rose... would)
IMO B
