I cannot explain as per grammar rules but logically E does not make sense.

In E the appositive "president of Venezuela" is for "Marcos Perez Jimenez", but from E you cannot say what is the country that flourished. The country Venezuela or not is ambiguous in E.

B is clearly more concise and to the point.
