Why D but not E? Explain plz..

Hi everybody!

Could you plz help me in the following quest:

Lacking information about energy use, people tend to overestimate the amount of energy used by
equipment. such as lights, that are visible and must be turned on and off and underestimate that used by
unobtrusive equipment, such as water heaters.

(A) equipment, such as lights, that are visible and must be turned on and off and underestimate that
(B) equipment, such as lights, that are visible and must be turned on and off and underestimate it when
(C) equipment, such as lights, that is visible and must be turned on and off and underestimate it when

This question test's meaning and usage.
first mistake is using - lights that are visible, lights are always visible !
Here is a 3-2 split. in the non-underlined part of the sentence unobtrusive equipments is mentioned, meaning the earlier part must also have a classified type of equipment. This eliminates A,B,C.
E is incorrect because it uses when, which must be used in referring to time or in conditional stmts. This sentence does not use any.
D is better.
