With cloning technology, scientists are approaching what has long been the ultimate goal of modern husbandry: achieving a consistency of quality and production in farm animals as once thought to be limited to manufactured goods.

I would say A.

B -> 1. achieving farm animals.... indirect 2. thought of as is incorrect idiom
C-> 1. achieving in farm animals ... 2.
D -> 1. achievement of farm animals 2. change of leaning
E-> same as B

I think its C

The whole underlying section modifies the ultimate goal.

The achieving ...animals is a modifier and ..once thought is another modifier that modifies ..achieving
That is why it should joined by "that"

B, D, E have incorrect usage of achieving.
A uses "as", which is incorrect here.
C is better.
