Please explain how come the meaning from original sentence, certainty, can be changed to uncertainty. (Before war ...) clearly suggest that "had" ( past perfect should come )

See as soon as we see a Past event with an indicator such as Before, After ... immediately HAD becomes correct (At least it happens to me)

Where as in E it states a Future event to the past when she helped. Thus Justified.

would most simplistically, is used as a past tense of will.

For example, lets say you comment today:

I will work hard for GMAT.

Tomorrow, if I quote what you said today, I will say:

SmarpanGamt said that (s)he would work hard for GMAT.

would here is used exactly in this context. Essentially talking about future from past perspective. Stay clear of this certainty/uncertainty issue that people often associate would with.

I chose E because it would become known after the construction was over (probably much later). In any case, it was not known at that time.

I know the first action and second action logic also is correct but this is what struck me while reading.
