Both are correct.However please tell whether it is advocating women's rights or advocating for women's rights.

While as a standalone phrase both of them are correct, in this sentence they are not right. Both break parallelism.

Notice for changes in the married women's property laws in the non underlined part.

C - a treatise that advocates women's equal Political and legal rights and for changes in the married women's property laws .

D - a treatise advocating women's equal political and legal rights and for changes in the married women's property laws .

As can been seen clearly, the red and blue part are not parallel. This is corrected in E.

E - a treatise that argued for equal political and legal rights for women and for changes in the married women's property laws .

First of all. Niksworth's analysis for parallelism is fine.

There is a meaning issue in the options C and D:

C - a treatise that advocates women's equal Political and legal rights and for changes in the married women's property laws .

D - a treatise advocating women's equal political and legal rights and for changes in the married women's property laws .

See the following sentences:

The committee approved the new salary package for employees.
--> Meaning that the new salary package is not yet applied, and the employees have not yet possessed it. Maybe it will be effective from next month or year.

The committee approved employees' new salary package.
--> meaning that the employees are already having the benefits of the new salary package, and it has been approved later.
first the possession and then approval.

When we use "Possessive NOUN + Something", we mean that something is possessed by NOUN.

Example:

Karim's book---Karim possesses the book.
My pen--The pen belongs to me.

Conclusion: C and D changes the meaning because it means "women already have those rights", and the treatise is saying about this.
