i am between A and E
in A i don`t like prepositional modifier with increased pension .....which can refer to the noun attrition, or the verb permits, also i don`t like it at the end of the sentence, it has many antecedents ( agreement, attritions....)

in E i like all except modifier,which.....is non essential we can`t omit it without destroying the sence of the sentence
also for speeding is wrong here
but after reading above post i agree that B is the best answer
