The responsibility for the conservation of our natural resources ultimately rests on the shoulders of each human being on the plant, not on the world's governments.

Society faces a big problem these days whether individuals themselves or government should take the responsibility for the conservation of our natural resources. I will show that governments have better means for taking care of this policy.
A main reason for governmental ruling is that governments are better equipped for setting common rules. If this responsibility would have been kept on individuals, each single person might set different rules and standards for conservation of natural resources. If governments would be setting these rules they would be same for everybody and thus no disputes would occur. In addition, these rules would be easily enforceable as governments have much stronger position in enforcing rules than individuals.
Another reason favoring governmental ruling is that governments have much better knowledge base and know-how for setting the rules and governing conservation of natural resources. Because state employs great number of professionals like politics, scientists and various specialists who have altogether better knowledge and better equipped to set reasonable rules and standards. Although there are individuals who might be able to set satisfactory standards himself it does not means that anyone could.
Nonetheless there exist positive factors favoring individual responsibility for the conservation of our natural resources and that is personal satisfaction. If people themselves would be managing conservation of natural resources it would make them feel happy and fulfilled as they would be keeping the world healthy and they would not be afraid of destroying nature. However, if reasonable rules would be enforced by governments they would not have to be afraid of destroyed Mother Nature anyway.
All in all, it is clear that governmental ruling offers better condition for having the responsibility for the conservation of our natural resources. The government ruling offers same standards for everybody, enforceability and better know-how to set reasonable rules.
