Q1)Number of ways in which 3 questions can be selected out of 4 in the first section is 4C3 = 4 ways.
Number of ways in which 4 questions can be selected from 5 when 2 questions are compulsory is 3C2 = 3.

Or required number of ways is 3*4 = 12.

For Q2), number of ways of selecting 4 out of five is 5C4 = 5.
Or required number of ways 4*5 = 20.

I do not think the answer can be same.

I think there are few questions compulsory in one section of question 2 too. Why is it compulsory that the two answers should be same, by the way?

and the answer in comparison is that they are both same

As you've written the questions, there is no way the answers could be the same; there are more restrictions in the first question, so there are fewer possibilities. If instead, in Q2, we were told that the first question was compulsory on each section of the test, then the answers would be equal.
