There should be that after think in option E. Is option lacking ll'ism in would or could be? Isn't it is true that it will beome would be or could be when expanded because "be" is palced after would or could in option E.

Isn't "they" in option D ambigous? it can refer to either jounralists or nuclear power stations?

I don't think that this question will pass the GMAT screening process. they most definitely is an ambiguous pronoun.

E is incorrect on account of use of would (which is primarily a past tense construct). And that after think would bolster the sentence.

If you have a gun to your head, choose D. Not a perfect GMAT question though.

I agree with Niksworth that this is a 'below the belt' GMAT question but if 'gun to my head' happens I roll with E.
In my mind 'think' can go without 'that' but 'they' certainly cannot refer to inanimate objects, hence the reference to power stations in E makes it better. Also 'will' is strong in D, 'would' in E means it might or might not happen.

Hence I go with E life in the balance
