A so as to avoid
B and so could avoid
C to be in the avoidance of
D so that they could avoid
E in order that they would avoid

I can say that "so as to" is correct because "customers" is subject of the both the verbs "decided and avoid".

What do you think?
The confusion is in A and D.

I think we should find better reason to eliminate D,
Both have the same nmbr of letters though :)
