I chose E, and found that it was the wrong choice. OG says 'who' is wrong as 'that' refers to reactions.
But what if the individual creates unconscious physiological responses.. wouldn't he be able to ?

So would the modified version of E be correct and better than A.

(E) is clearly wrong the way it is. "in turn" in the end is redundant.

However, if option (E) were changed with your modified version "who, in turn, creates unconscious physiological responses". I would definitely go with this one over (A).

I doubt the usage of "in turn" later which sounds awkward. Also I feel, in this case in turn seeks a parallelism. Citation required.

An Individual cannot create unconscious responses. This is logically incorrect.
Unconscious means without knowledge or control.
E cannot be the answer.

No way. The reactions create unconscious physiological responses. An individual cannot create these responses. The use of who in E is absolutely wrong.

This might be an useful strategy when it comes to a question similar to this one. E is the only one out of the 5 that uses "who" pronoun, and it will be rare to see a GMAT question with 1/4 split for a right answer, especially with an easy marker like relative pronoun in front of an answer choice.

I am just borrowing PR's thinking process here, don't choose what "Joe" might choose.
